当前,我国政府向NPO购买公共服务的管理实践正呈现方兴未艾之势。然而,由于我国政府向NPO购买公共服务仍处于探索之中,项目的运作管理存在很多问题。而且现行政府监管建设存在严重的滞后性,政府的监管行为已不能满足政府向NPO购买公共服务发展的需求,日益成为阻碍公共服务社会化的障碍。本文以我国政府向NPO购买公共服务的监管问题与对策为研究主题,对其进行了较为系统的研究。首先界定了政府向NPO购买公共服务监管涉及的相关概念。然后介绍了目前我国政府向NPO购买公共服务监管的现状,并深刻总结了监管存在的具体问题。最后提出改善我国政府向NPO购买公共服务监管的具体措施。 At present, the management practice of our government purchasing public services from NPOs is showing an ascent. However, as our government is still exploring public procurement of NPOs, there are many problems with the operation and management of the project. Moreover, the existing government supervision and construction has serious lag. The government supervision can no longer meet the government’s need to purchase public services from NPOs. It is increasingly becoming an obstacle to the socialization of public services. In this paper, the government supervision of NPOs to purchase public services and countermeasures for the study of the theme, its a more systematic study. First of all, the government defines the concepts involved in purchasing public service supervision from NPOs. Then it introduces the current situation that Chinese government purchases public service supervision from NPO, and concludes the specific problems of supervision. Finally, we put forward concrete measures to improve our government’s purchase of public service supervision from NPO.
