湖南省安乡县安造乡位于湘鄂两省交界处,有可养鱼水面6833.5亩,水产资源丰富。1985年以前,由于忽视渔政管理,破坏渔业生产的案(事)件屡见不鲜,渔业生产发展缓慢。1984年,全乡发生渔业案件88起,损失鱼货2.6万公斤,价值6万余元,长期荒废的水面2530亩,占总水面37.1％,半荒废的水面470亩,占6.1％。为改变这种混乱状况发展渔业生产,1985年2月,乡政府成立了渔业治安承包小组,与全乡3个渔场和3002个养鱼户签订渔业治安承包合同,承包水面6166亩,占
