宋朝设常平仓,本为平抑粮价,其基本功能是籴粜和无息赈贷。夏秋丰熟时粮价低,高其价而籴,遇灾伤粮价高,低其价而粜,或赊贷给受灾民户,灾后收成日归还新粮,不收利息。常平粮斛是赈灾专用储粮,非有朝旨一般不得挪用,故宋人视常平仓为赈灾救饥之备。每年春夏青黄不接与夏秋收成时的正常季节差价,不属常平仓调控范围。 The Song Dynasty set up a long position, this is to stabilize the price of food, its basic function is 籴 粜 and interest-free loan relief.
