价格改革伴随着中国经济体制改革已走过了二十多年的历程。改革在不断深入,原有一些矛盾至今未完全消除,新的矛盾还在层出不穷。反思我们的工作, 不难发现,物价工作还没有实现公共利益的最大化,我们在价格改革中的价值取向需要调整。在依法治价全面展开中, 价格法治获得重大进展。但法律有它自身的价值,行政法要实现什么样的目标?控权还是利益调整?在实践中,我们将更多精力放在了控权即权力得到后的执行与运作,而对利益调整重视不够, 物价工作还没有精细到注重价值选择上, 所谓价值就是评价准则,是对价值准则的论证、评价或合乎逻辑的运用,是行政执法的重要活动。
Price reform along with China’s economic restructuring has gone through more than 20 years of history. As the reform continues to deepen, some of the existing contradictions have not been completely eliminated so far, and new contradictions are still emerging one after another. Reflecting on our work, we can easily find out that price work has not yet achieved the maximization of the public interest, and that our value orientation in price reform needs to be adjusted.
