随着我国继续教育事业的蓬勃开展,许多省、市相继建章立制,颁布专业技术人员继续教育法规、条例,走上了依法管理的发展道路。位于中国西部的宁夏拥有富饶的物产资源,需要更多的专业技术人才为宁夏社会、经济发展和振兴服务。为此,自治区人大于2001年7月审议通过《专业技术人员继续教育条例》,并于2001年10月1日正式实施。该条例以尽快提高自治区专业技术人员的整体素质为目标,以为该区经济建设和社会发展提供人才保障为出发点,建立规范有序的继续教育工作运行机制。我们相信,该条例的颁布实施必将有助于造就一支数量充足、素质较高、结构合理、能承担跨世纪重任的专业技术队伍,必将为宁夏的发展奠定坚实的人力基础。同时,该条例的颁布实施也会给我们启示,继续教育要健康、持续地发展,必须走法制化、制度化管理的道路。因此,本刊特将该条例全文刊发,以飨读者。
With the vigorous development of our country’s continuing education, many provinces and municipalities have established their own rules and regulations and promulgated professional and technical personnel to continue to educate their laws and regulations and embarked on a path of development governed by law. Ningxia, which is located in the west of China, has abundant natural resources and needs more professional and technical personnel to serve the social and economic development and rejuvenation of Ningxia. Therefore, the NPC of the autonomous region reviewed and approved the Regulations on Continuing Education for Professional and Technical Persons in July 2001 and came into effect on October 1, 2001. The ordinance aims to improve the overall quality of professional and technical personnel in the autonomous region as soon as possible and establish a standardized and orderly mechanism for the continuous education operation based on the idea of providing personnel support for the economic construction and social development in the area. We believe that promulgation and implementation of these Regulations will surely help create a contingent of professional and technical personnel with ample quantity, high quality, reasonable structure and capable of shouldering the cross-century responsibilities and will surely lay a solid human foundation for the development of Ningxia. At the same time, the promulgation and implementation of the Ordinance will also give us enlightenment. To continue the healthy and sustained development of continuing education, we must take the path of legalization and institutionalized management. Therefore, we publish the full text of the Ordinance to readers.
