日本电电公社于五十年代初开始经营电信事业时就明确地提出了三条基本宗旨:一要普遍地公平地提供电气通信服务,以确保国民的方便,二要有一个国民负担不大的资费标准,三要为增进公共福利作出贡献。归纳起来就是必须制订合乎经济原则的资费标准,为社会提供更加方便的通信服务。日本在战后三十多年来随着经济上的起飞,电信事业有了飞速发展,不断地根据历史发展阶段来制订不同时期的资费政策,是一个重要因素。
When starting the business of telecommunications in Japan in the early 1950s, Japan’s electric power company clearly set forth three basic purposes: first, to provide generally and equitably the provision of electrical and communications services so as to ensure the convenience of nationals; and second, to have a modest national tariff Standards and three to contribute to the promotion of public welfare. To sum up, it is necessary to formulate a tariff in line with economic principles to provide more convenient communication services for the community. Over the past 30 years after Japan’s war, with the economic take-off, the rapid development of the telecommunications industry and the continuous formulation of tariff policies in different periods based on historical development are an important factor.
