近些年来,我国财政赤字逐年增加,财政拮据:财政收入的“两个比重”,即财政收入占国内生产总值的比重和中央财政收入占全国财政收入的比重,—直呈下降趋势。(见下表) 从统计数据看,财政收入占国内生产总值的比重逐年下降,仅在1996年略有升高;中央财政收入占全国财政收入的比重1993年降至22％,虽然由于1994年实行的分税制使得中央财政收入比重有所提高,但1994年以后这一比例也在逐年递减。
In recent years, the fiscal deficit of our country has been increasing year by year with the financial constraints: the “two proportions” of fiscal revenue, that is, the proportion of fiscal revenue in the GDP and the proportion of the central government revenue in the national fiscal revenue - have been on a downward trend.
