1991年,在党中央、国务院的正确领导下,国民经济在改革深入发展中稳步增长,治理整顿的主要目标已基本实现,整个国民经济正朝着好的方向发展。国民经济的全面好转,对促进社会零售物价总水平保持相对平稳起到了决定性作用。全年零售物价总水平比上年上涨2.9％,大大低于计划控制在6％的水平。不但改变了前几年物价全面大幅度上涨的局面,而且在物价总水平的控制目标之内,价格结构性调整迈出了较大的步伐。
