At that time, Britain was in the era of the prevalence of liberalism. Mill was the master and main representative of British liberalism from the period of classical liberalism to neoliberalism. Following Bentham, he made further development of utilitarian liberalism, thus forming his own theoretical system. Thus, Mill’s liberalism centered on utilitarianism has become a milestone in the development of western liberalism. This article attempts to make a brief analysis and summary of the liberalism of Mill’s utilitarianism.
