抚顺矿务局从1989年成立设备租赁部,实行设备租赁制以来至1992年末,租赁设备已达164种,17188台,原值5.8亿多元。 几年来,通过对设备管理的改进和加强,以及租赁工作的推行,设备完好率由90,4%提高到93.27%,待修率由4.7%降低到3.65%,事故率由0.3%降低到0.18%,设备新度系数由42.3%上升到47.2%。在保障生产,提高效益方面,做了以下一些探索性的工作。 一、实行设备租赁,提高设备管理水平 机电设备实行内部租赁的主要任务和目的是“两权”分离,有偿使用,计划检修,充分发挥设备的效率。 实行设备租赁之前,设备的产权属于厂、矿。由于管理分散,使得全局设备型号多、规格杂、利用率不高。又由于设备无偿占用,形成一些单位没有就要,不给就叫,给了就用(不注意维护保养),用坏再要的习惯。实行租赁后,设备产权一律划归局所有,由局租赁部集中统一管理,有偿租给企业内部各单位使用。实行谁用设备谁出钱,多用设备多出钱。这样,使得设备产权和使用权两权分离,改变了设备谁拥有谁使用的传统观念。而且由于租金直接进入成本,引起企业领导十分关心和重视设备的使用、修理情况,从根本上解决了企业无偿使用设备的弊病。 实行设备租赁后,全局的设备由租赁部统一规划、统一购置,统一管理、统一检修,适时改造和
