在国家档案局、国家科委、建设部三家联合发出《科学技术事业单位档案管理办法》之后,为了沟通情况,研究问题,统一认识,正确把握升级标准,使这项工作得以顺利进行,国家档案局召开了有全国各省市档案部门和30个中央、国家专业主管部、局、总公司参加的全国科技事业单位档案管理升级工作会议。会议于9月21～23日在长春东北电力设计院进行。国家科委和建设部分别有科技情报司副司长陈炳刚和设计管理司副司长卢延玲参加了会议,并都在会上做了发言。陈炳刚副司长宣读了国家科委办公厅给会议的贺信,向会议代表介绍了党中央和国务院对我国科技事业发展的部署。陈炳
