国有企业在我国经济中占据重要地位,在某些行业甚至有决定性作用,长期以来,国有企业是龙头老大的思想让国企的绩效管理缺乏活力。党中央全面深化改革以来,国企改革进入深水区,其它经济体的迅猛发展也给国企带来巨大的挑战,综合国企所面临的内外部环境,建立科学的绩效管理体系,才能让国有企业焕发新的生机。笔者从绩效管理的定义及国内外绩效管理的发展出发,以本单位绩效管理中存在的不足为例,揭示出国有企业绩效管理中普遍存在的问题并提出浅显建议。企业战略是企业经营发展的指向标,国有企业的绩效管理大多与企业战略关联不大,应引入关键绩效指标体系,将国企战略落地生长,引导全体员工向着战略目标奋斗。国企在设置绩效指标时,忽视外生变量、重点不突出,对绩效指标进行评价时主观因素影响较大,应综合考虑企业所面临的内外部环境,突出重点和层次,采用科学方法减轻绩效考评的主观色彩。国企对绩效考评结果的运用不太充分,应该对考评结果进行充分沟通,将考评结果应用于薪酬调整、员工发展、经营检讨等领域,有效发挥绩效管理的作用,促进企业发展。

Key performance indicator system should be introduced to make the strategy of state-owned enterprises fall to the ground and guide all employees to strive towards the strategic goal. When setting performance indicators, state-owned enterprises ignore the exogenous variables and the emphasis is not prominent. The subjective factors have a greater impact on the evaluation of performance indicators. The internal and external environment facing the enterprises should be comprehensively considered, the emphasis and level should be emphasized, and the scientific method should be adopted to reduce the performance appraisal The subjective color. State-owned enterprises do not fully utilize the results of performance appraisal. They should fully communicate the appraisal results and apply the appraisal results to areas such as pay adjustment, staff development and management review, effectively giving play to the role of performance management and promoting the development of enterprises.
