中国工程院院士施仲衡教授曾说过:“地铁建设将会在较长时间里,成为我国基础建设投资的重点之一”。从国家计委传来的消息,今后五年我国将建成总长达450公里的城市轨道交通路线,21世纪中国将成为世界城市轨道交通发展最快的国家。我国已建成的地铁总长不过100余公里。究其原因,一方面是传统的政府出资投资管理体制的束缚;另一方面则是昂贵的工程造价(80-90亿元/公里)直接制约了工程进展。随着我国国民生产总值的提高,同时各大城市面临着严峻的交通拥挤问题,轨道交通是缓解城市交通压力的最为有效的手段之一,目前我国许多城市在完善、兴建和筹建地铁。虽然各地对修建城市轨道交通的积极性很高,但也有部分城市对轨道交通类型认识不足,在选型时只强调最新、最好的技术和产品,甚至盲目攀比,出现了投资经费过
