高层次人才流动日益频繁,但在人事档案管理上产生了“弃档”、“档案重建”现象,通过分析这些现象产生的原因和剖析其危害,提出了解决对策:一是要建立和完善高层次人才激励政策,完善高层次人才奖励和选拔任用机制;二是要加快人事档案信息化建设,实行人事档案信息资源共享;三是要建立健全高层次人才流动人事档案工作的管理制度,积极探索一种适合我国国情的人事档案管理模式。
The flow of high-level talents is more and more frequent, but there is a phenomenon of “abandoning file” and “file reconstruction” in the management of personnel files.
