推行项目施工是中国施工企业深化改革的必由之路,“项目法”三个字体现了现代管理与中国国情的结合。按照项目法组织施工管理,就是要以工程项目作为管理的基点,以项目经理为核心,照着项目法的管理模式,遵循项目运行过程中的客观规律和制定出一系列法规,并运用现代化的管理手段和方法进行科学的施工管理。它是对中国传统施工管理模式的一种扬弃。与传统的模式相比,它的最大优点就是要实行生产要素的优化配置和动态管理,从而促使企业内部形成一种良性循环,以取得最佳经济效果和最优社会效益。要使项目实施时各种生产要素取得最优配置,就必须使项目运行在一个具有竞争机制的环境中。因此,项目法施工的实行离不开市场。引入市场机制是项目法施工管理的一个重要组成部
