随着我国运输业多元化发展和竞争的日益激烈,“地面为空中服务、全员为旅客货主服务、民航为国家经济建设服务”的思想已成民航人的共识,无论是飞行系统、运输系统或是空中交通管理系统以及各保障系统,这种服务意识正不断得到增强。民航通信,作为空中交通管理系统的一个重要组成部分,逐步认识到,其服务质量的优劣,不仅关系到对飞行安全、对空中运输、对旅客和货主服务水平的高低,同时也关系到自身的生存和发展。因此,如何尽快建立多方位、多领域、高质量的通信服务,已成为民航通信系统需要解决的迫在眉睫的重要问题之一。
