政府部门信息化系统经过多年建设已初具规模,而且投入巨大。笔者从事政府采购工作以来,一直负责信息化系统的采购,初步统计,所采购的信息化系统投资已达20多亿元,如何使用好、维护好这些系统是各政府部门面临的共同问题。因为信息系统比较复杂,既有软件又有硬件,软件包含有系统软件、工具软件、应用软件等,硬件包含主机设备、存储设备、网络设备等等,政府部门很难也没有必要有这么多专业人员来维护。据笔者了解,虽然大部分政府部门都有自己的信息中心,系统没有故障时,专业人员无事可干,而一旦发生故障,自己又解决不了问题。
