培育统一、开放、竞争、有序的道路运输市场,是建立社会主义市场经济的必然要求。随着改革开放的不断深入,社会主义市场经济的逐步形成,公路客运事业得到了迅猛的发展,公路客运量在社会旅客总运量中的比重越来越大。但是,与此不相适应的是城市客运站点的建设却严重滞后,旅客运量、客运汽车的数量对汽车客运站点的需求矛盾越来越突出。“车进站、人归点”的要求不能落实,客车乱停乱放现象普遍,客运市场秩序混乱,交通堵塞时有发生,严重损害了城市声誉和交通行业形象。因此,加强公用型客车站建设非常重要,刻不容缓。
