实行厂长负责制,是改革企业领导体制的主要内容,也是现代企业的生产指挥和经营管理的要求。但在一个企业里,如何实行和完善厂长负责制,大家都在摸索和总结。我们感到上钢十厂从制度上完善厂长负责制的做法有参考价值。上钢十厂在1984年开始试点改革企业的领导体制。两年来,该厂把改革的重点放在实行和完善厂长负责制上,现在已经基本建立起了一套以厂长为主体的、统一的、强有力的、高效率的生产指挥和经营管理系统,使企业出现了新的面貌。
