Hainan Island, China’s largest special economic zone, this huge halo has brought great changes to it. However, with the adjustment of national policies, the attractiveness of the SEZs has long been diluted. Not only has the supportive policies begun to be weakened to be not significantly different from those inland areas, but new regional construction has been constantly emerging to test investors’ choices. Under such circumstances, Hainan Island has been rumored as an island of “marginalization.” As the island capital of this island, Haikou naturally becomes the object of discussion. Some even pointed out that the development of Hainan in order to achieve a real sense of the breakthrough, the key to see if Haikou can take the lead in achieving a breakthrough.
