日本儿童虐待问题自20世纪90年代逐渐引起社会关注至今,儿童虐待年增长件数不断攀升,从数十件到数百件、数千件,甚至于过万件的增长速度来看,其严重性不言而喻。面对愈演愈烈的儿童虐待问题,日本于2000年制定了《儿童虐待防止法》,并以此为契机,从立法和行政上逐渐构建起从预防发生到早发现、早应对及对受虐儿童进行保护、援助的综合性防治体系。
