电梯维保不到位是引发电梯事故的主要原因,其深层次原因是物业管理机制存在问题。本文从维保费用的来源,支出的,资金维持三方面存在的问题进行深入分析研究,将物业管理机制存在的问题从物管电梯维保费用的角度进行研究并提出可行性解决方案。同时,一些地方法规在规定电梯维保费和房屋维修费关系时出现矛盾,国家应当出台相应的统一政策。根据《物权法》房屋维修改装加装电梯不必经过全体业主,而是2/3的业主同意即可。当然,相应地改装加装电梯维修费用的分摊应减免或补贴底楼住户。
