2001年,世贸组织(WTO)启动多哈回合谈判,主要目的是进一步推动贸易自由化,完善全球多边自由贸易体制。谈判开始时曾确定了8个谈判议题:农业、非农产品市场准入、服务、知识产权、规则、争端解决、贸易与环境、贸易与发展问题,可谓雄心勃勃,并计划在2005年结束谈判。但是从一开始,美欧等发达国家与发展中国家在谈判议题上就存在针锋相对的分歧。
In 2001, the WTO started the Doha Round negotiations with the main purpose of further promoting trade liberalization and improving the global multilateral free trade system. Negotiations started with the establishment of eight negotiating topics: agriculture, non-agricultural market access, services, intellectual property rights, rules, dispute settlement, trade and environment, trade and development. It is ambitious and plans to conclude the negotiations by 2005. However, from the very beginning, there were diametrically opposed differences between the developed and developing countries in the United States and Europe on the negotiation issues.
