改革开放以来，浙江省经济发展较快，但产业层次低、技术水平落后、结构不合理的状况相当突出。面对一般产品过剩与高技术层次产品短缺并存的市场背景，面对即将加入WTO的竞争环境，企业核心竞争力和区域经济综合竞争力的提高，越来越成为决定浙江省经济未来发展的决定性因素。
Since the reform and opening up, the economic development in Zhejiang Province has been rapid, but the industry level is low, the technical level is backward, and the structure is irrational is quite prominent.
