近年来,各地高校因规模扩张或校舍老化等原因,新校区建设、老校区改扩建项目纷纷立项启动建设。因高校经费来源单一且规模稳定,向金融机构融资需要一系列严格的审核程序和审批时限,BT模式应运而生,逐渐被各大高校接受并采用。笔者亲历了学生公寓楼、学生餐厅等BT项目建设的整个过程,了解到BT模式的明显优势及其隐含的风险。这些风险来自哪些方面,以及如何有针对性地防范规避这些风险,结合实际工作中的经验积累,现进行初步探索和研究,提出应对措施,旨在促进BT模式扬长避短,为高校BT模式下风险识别和应对提供参考。
