以系统工程理论和方法为指导,建立了适合我国煤矿特点的约束型自主安全管理模式。约束型自主安全管理模式是系统性的安全管理模式,在体系结构上包括3方面的体系结构维度,即组织与控制维度、实践维度和安全文化维度。阐述了实现约束型自主安全管理模式的有效途径,即以约束为手段,以自主为动力和采取闭环管理形式。约束型自主安全管理模式的提出对于煤矿实施安全自主管理具有一定的理论和实践的指导意义。
Guided by the theories and methods of system engineering, a self-restraint autonomous safety management mode that is suitable for the characteristics of China’s coal mines has been established. Constraint-based autonomous safety management mode is a systematic security management model, the architecture includes three aspects of architectural dimensions, namely organizational and control dimensions, practice dimensions and safety culture dimensions. It expounds the effective ways to realize the self-restraint autonomous safety management mode, which is restraint as a means, autonomy as a driving force and closed-loop management. The proposed autonomous safety management mode has certain theoretical and practical significance for the safety self-management in coal mines.
