报社机制改革的一个突破口——实行内部专业职务聘任制

沈阳日报社实行的内部专业职务聘任制,为在新闻单位创造公平竞争的好环境,破除实际上存在的专业技术职务终身制,是一个有益的尝试。实践证明。这样做有利于调动专业人员的积极性,鼓励大家为报纸采编好稿、重点稿,增强采编队伍的生机和活力,效果是好的。目前所进行的职称改革,总的应是适应经济和人事制度的改革,有利于单位行使用人的自主权,改变过去管得过死、干预过多的做法。但是,作为表示专业人员学识水平、业务能力的职称(或专业技术资格),要求的条件、标准应是相对平衡的,其评审也应是社会化的。因此,实行专业职务内部聘任制,并不是取消统一的评审制度。最近有关部门下发的通知指出:“各单位内部有效的专业技术职务不等同于经国家统一评定或统一考试取得的专业技术资格。”也就是说,单位聘任的专业技术职务,只在本单位有效。如何把职称评定制与专业职务聘任制更好地结合起来,建立起具有中国特色的新闻职称评聘制度,还需要在实践中进行探索。在这方面,沈阳日报社带了个好头。 The employment system for internal professional posts practiced by Shenyang Daily is a useful attempt to create a good environment for fair competition among news organizations and to eliminate the tenure system of professional and technical positions that actually exist.
