用可及性和内容来测量的电子准备度指标通常用于电子政府网站评估。我们提供的实验性证据来自四个电子准备度指标(包括可及性、电子信息、电子请愿和电子参与)及韩国中央政府部门2003—2005年网站数据点击量,目的是评估提高电子准备度能否促使人们更多地利用电子政府网站。研究发现只有电子信息指标与网站使用率显著相关,且大多数使用变量归因于部门特定的影响,包括每个部门公共服务的性质。研究结果还表明,可及性指标不应再被视为评估电子政府网站的一个关键因素,且传统的提供方的电子政府内容评估可能会提供有关电子政府进展的误导信息。对实践工作者的启示传统的提供方电子政府评估,不可能反映公众的实际需要以及电子政府服务的使用。电子政府在不同部门的部署应考虑每个部门公共服务的性质。
Electronic readiness metrics, measured by accessibility and content, are commonly used in e-government website evaluations. The experimental evidence we provide comes from four electronic readiness indicators (including accessibility, e-information, e-petitions and e-participation) and the 2003-2005 website data hits by central government agencies in Korea in order to assess the impact of improving electronic preparation No Promote people to make more use of e-government sites. The study found that only electronic information metrics were significantly associated with website usage, and most of the usage variables were attributed to department-specific impacts, including the nature of public services in each department. The findings also show that accessibility metrics should no longer be seen as a key factor in evaluating e-government websites and that traditional providers’ e-government content assessments may provide misleading information about the progress of e-government. Implications for Practitioners Traditional providers of e-government assessments can not reflect the actual needs of the public and the use of e-government services. The deployment of e-government in different sectors should take into account the nature of public services in each sector.
