本文旨在探讨贪腐测量质量与媒体认知反应间之关系,以争议性极强的2013全球贪腐趋势指数(2013GCB)为个案,检视其调查质量,并针对台湾主流平面新闻媒体之报道与评论,以及网络PTT用户(乡民)之留言评论进行内容分析。研究发现,2013GCB有关台湾的调查质量极差,台湾新闻媒体整体而言呈现质疑之趋势,但惯于批判现状之社群媒体乡民则多数附和此一调查之结果,凸显台湾媒体识读之教育亟待加强。如何提升公民素养以确保治理质量,将是全球在网络革命后,公共行政学科必须面对与深思的重要议题。
The purpose of this paper is to explore the relationship between the quality of corrupt measurements and the media’s cognitive responses. The case of the highly controversial 2013 Global Corruption Trends Index (2013GCB) is taken as an example to examine the quality of the surveys. In response to the coverage of the mainstream print media in Taiwan Comments, as well as network PTT users (villagers) comments comments for content analysis. The study found that the quality of the 2013GCB survey on Taiwan was extremely poor, and Taiwan’s news media as a whole had the tendency to be questioned. However, most of the social media people accustomed to criticizing the status quo reiterated the findings of this survey, highlighting the education of Taiwanese media for reading Urgent need to be strengthened. How to improve citizen literacy to ensure the quality of governance will be an important issue that the public administration must face and ponder over after the network revolution.
