1920年12月16日海原8.5级大震后不久,首先与国际统一救灾会(又称国际联盟救助饥荒委员会)联络救助甘肃(当时海原县属甘肃)震灾事宜的,是北京政法大学教授、甘肃震灾救济会干事长柴春霖。 柴春霖(1888-1952),字东生,甘肃兰州人。清华大学毕业后,留学美国威斯康逊大学,获政治经济学硕士。回国后,任北京高等师范学校、北京政法大学教授。海原大震后,与京城的一批社会名人发起成立甘肃震灾救济会。 国际统一救灾会很快就答应了柴春霖的请求,并决定:派驻京干事美国人约翰·D·黑斯与地质学家约瑟夫·W·霍尔赴甘肃震区考察灾情,柴春霖也陪同前往。
Shortly after the M8.5 Haiyuan earthquake on December 16, 1920, the first contact with the International Unification Commission for Disaster Relief (also known as the League of Nations Famine Relief Commission) for assistance in the earthquake disaster in Gansu (then Gansu, Haiyuan County) was a professor at Beijing University of Political Science and Law, Gansu earthquake disaster relief director Chai Chai Chunlin. Chai Chunlin (1888-1952), the word East Health, Lanzhou, Gansu Province. After graduating from Tsinghua University, studying at the University of Wisconsin, received a master’s degree in political economy. After returning home, he served as Beijing Higher Normal School, Beijing University of Political Science and Law professor. After the Haiyuan earthquake, a group of celebrities in the capital initiated the establishment of the Gansu earthquake relief society. The ISDR quickly agreed to Chai Chunlin’s request and decided: John D. Hess, a U.S. officer stationed in Beijing and Geologist Joseph W. Hall to visit the earthquake-stricken area of Gansu for a disaster investigation and Chai Chunlin accompanied him.
