《土地登记办法》的出台有三个背景。《土地登记办法》是根据《物权法》、《土地管理法》、《城市房地产管理法》和《土地管理法实施条例》制定的。在《土地登记办法》起草的过程中,我们坚持了三个原则。《土地登记办法》的出台,为进一步提高我国土地登记覆盖面、加强土地产权保护提供了契机。但再好的法律法规,也需要通过落实才能生效。下一步,我们要在系统内全力以赴抓好《土地登记办法》的贯彻实施,部里将出台专门文件,对各级国土资源管理部门严格遵照《土地登记办法》规定做好土地登记工作,提出具体要求。在此基础上,我们还将重点抓好四项工作。
