The Internet, established in the United States in 1982 and China in 1993, entered the social practical stage in 1995 and began to form a strong and attractive commercial market, thus creating a new era of “Internet economy.” And the development is particularly rapid. The number of Internet users using only the two real-time information exchange softwares AIM and ICQ in the United States alone has reached 80 million. Internet users worldwide can grow from the existing 130 million to 2000 to hundreds of millions. Despite the high cost of computer charges, our Internet users have already exceeded 4 million by the end of June this year. Even in less economically advanced countries, computer sales surpassed television sets, and by 2000, the computer sales market was growing at an average annual rate of 14%. There are already 156,000 Internet sites and 1.14 million users in the entire African region.
