基本情况根据经济合作与发展组织1986年初出版的《发展合作25年评论》的研究报告,60年代初,苏联、东欧国家对外提供的援助总额每年约有19亿美元(按1983年价格计算),近年来每年平均为30亿美元,约占国民生产总值的0.21%,其中苏联的援助占80%,民主德国、捷克、保加利亚、匈牙利、波兰、罗马尼亚等东欧六国提供的援助约占20%。这些国家从60年代以来,对外提供的援助占其国民生产总值的比重以及在世界官方发展援助总额中所占的比重参看下表:
