中国人提起部委,往往会加上“中央”两字作为前缀,因其往往掌握一个系统的全国性政策大权。中央的诸多法规和决策,背后多是部委意见,只是后来以中办国办(指中共中央办公厅和国务院办公室)的名义发出,才戴上了中央的帽子。尤其是近十多年来,部委资源分配的权力越来越大,所以才有“跑部钱进”之说,也由此国家发改委才会被称为“小国务院”。实际上,部委是统称,其本身地位在官方系统内就有明显的不同,至于实际权责之下的民间影响,更是千差万别。首先是隶属于党中央的“部”:中组部、中宣部、统战部、中联部。
Mentioning the ministries by the Chinese often prefixes the word “central” because they often grasp the power of a systematic national policy. Many laws and regulations of the Central Government are mostly behind the opinions of the ministries, but were later put on the name of the Central Office of the CPC Central Committee (the CPC Central Committee General Office and the State Council Office) before they put on the hat of the Central Government. Especially in the past ten years or so, the power of the ministries to allocate resources has been growing. Therefore, it has been said that the State Development and Reform Commission will be called the “State Council of the United States.” In fact, the ministries collectively claim that their own status is obviously different within the official system. As for the non-governmental influence under actual powers and responsibilities, there are even more differences between them. First is the “Department” subordinate to the Party Central Committee: Central Organization Department, Central Propaganda Department, United Front Department, and China United Department.
