一是“以人为本”观念。人才是部队建设最具决定性的因素,各级要始终把人才队伍建设视为生成和提高部队战斗力的根本任务,下大力抓好这项工作。要把“以人为本”观念体现在工作的方方面面,积极为官兵创造学习成才的温厚土壤和广阔空间,不仅要注重个体尖子人才的培养,而且要注重“人才群体”的形成,为部队建设建好“人才库”、储备好“人才群”。二是“专业牵动”观念。基层建设对人才素质的要求,决定了人才培养必须带有一定的方向性,不能仅仅因为考虑复转回地方的个体需求就选学一些同部队建设,特别是军事训练贴得不紧的专业。要紧紧围绕军事斗争准备需要培养人才,防止偏离主体目标,否则将会铸成大错。在这方面,各级既要强化引导,更要严格把关,确保人才培养服务于军事专业需
