我国长期、大比重依赖国际石油市场已是不可避免的战略选择。靳形势的基本特点是世界有油卖、中国有钱买,我国石油安全面临的首要威胁是价格风险。新石油战略应把70％的注意力放在研究市场上,参与市场竞争是规避风险、提高安全程度的最好途径。
Long-term and large-scale dependence on the international oil market has become an unavoidable strategic choice in our country. The basic feature of the situation in Jin is that there is an oil sale in the world and China has money to buy. The primary threat facing China’s oil security is price risk. The new oil strategy should focus on 70% of the research market. Participating in market competition is the best way to avoid risks and improve safety.
