苏联瓦解后所带来的一系列重大政治和经济变化使新诞生的独联体各国的科研事业遭到沉重打击。急剧的经济改革所造成的混乱大大减少了政府的财政收入,从而也大大减少了研究人员所能获得的经费。许多科学家无可奈何地到其它国家寻找工作,尚留在国内的人也有不少改行从事其它职业。独联体的政府官员、研究人员和最近到过独联体国家的西方学者们的报导都证实了这一普遍存在的趋势。
The series of major political and economic changes brought about by the disintegration of the Soviet Union have dealt a heavy blow to the scientific research carried out in newly emerging CIS countries. The chaos caused by the drastic economic reforms has greatly reduced the government's fiscal revenue and thus greatly reduced the funding available to researchers. Many scientists have no other choice but to find jobs in other countries, and many of those who remain in the country shift to other occupations. The prevailing trend has been confirmed by the reports of Commonwealth officials, researchers and Western scholars who recently traveled to the CIS countries.
