原有的计划经济、教师待遇由国家大包揽的政策显得那么地乏力,十多年来,国家对教师的调资、津贴等措施在与全社会不断上涨的国民实际收入水平进行着漫长而艰难的追及,直到今天,教师仍然远远说不上是“令人羡慕的职业”,基础教育仍然趄趔于由贫困组成的埼(土区)坎坷之途。商品经济的浪潮,已扑打到教育工作者的鞋尖上了。 党的十三大一开过,广州市教育局即一面争取政府更有力的投资,一面则放宽政策,下放权力,让学校根据自身的实际,发挥优势,增加收入,调动经济能力和经济手段搞活学校。对于长期默默耕耘而羞于言利的书生们,这将是怎样的一场挑战呢?
