民盟九届四次中常会议提出了全面实施“人才强盟”的战略,这是一项系统工程,涉及到思想理论的探讨研究,具体的操作实施,盟的自身努力,社会机制的形成等诸多方面的问题。本课题就是对上述问题进行探讨,切入点是:通过对长期以来盟的组织工作、干部队伍的建设、后备干部队伍建设等人才建设实践的做法和经验进行总结梳理,结合对新形势下民盟人才建设的新要求、新情况和新特点的认识和把握,提出对“人才强盟”的思考和建议。
