近年来,欧美国家的财政明显表现出结构性的改善,尤其是在亚洲金融危机期间,欧美经济走势良好,表明财政状况改善和经济增长可以同时兼得。相反,日本从20世纪90年代泡沫经济破灭以后,陷入了财政恶化和经济衰退的困境。我国和东南亚各国为了克服本国经济困难,都在近期采取了扩张性的财政政策,因而财政状况与经济发展之间的关系问题显得尤为重要。本文探讨了财政政策如何通过资源配置效率、所得分配及经济稳定的效果对经济增长产生影响。
In recent years, the financial performance of the countries in Europe and the United States has shown a clear structural improvement. Especially during the Asian financial crisis, the economic trends in Europe and the United States have been in good conditions. This shows that both fiscal conditions and economic growth can be achieved simultaneously. On the contrary, Japan plunged into the dilemma of fiscal deterioration and economic recession after the bubble economy burst in the 1990s. In order to overcome the economic difficulties of our country, both China and Southeast Asian countries have adopted an expansionary fiscal policy in the near future. Therefore, the issue of the relationship between the financial status and economic development is particularly important. This paper explores how fiscal policy affects economic growth through the efficiency of resource allocation, the distribution of income and the effect of economic stability.
