“人力资源”的概念首次定义于彼得·德鲁克1954年发表的著作《管理的实践》。知识经济时代,人的需求与价值观更趋多样化,为了构筑组织自身的竞争优势、提升绩效水平,企业须从战略层面思考人力资源管理行为。国企人力资源管理长期停留人事管理阶段。传统的人事管理制度制约着国有企业的生存和发展。实现人事管理向人力资源管理的转变成为国有企业进一步深化改革的重中之重。
The concept of “human resources” was first defined in Peter Drucker’s 1954 book, Managing Practice. In the era of knowledge economy, people’s needs and values are more diversified. In order to build up their own competitive advantages and improve the performance level, enterprises should think human resource management behavior from a strategic perspective. State-owned human resources management long-term stay in personnel management stage. The traditional personnel management system restricts the existence and development of state-owned enterprises. The transformation from personnel management to human resources management becomes the most important task for the state-owned enterprises to further deepen the reform.
