我们所要构建的公共财政必须适应社会主义市场经济，无论是其本质特征，还是其分配、监督、调控职能，都应具有中国特色，只有这样才能更好地发挥财政对社会经济发展的作用。
The public finance we want to build must be adapted to the socialist market economy. Both its essential characteristics and its functions of distribution, supervision and control should have Chinese characteristics. Only in this way can we better exert the fiscal’s role in social and economic development.
