药商(包括药厂、医药批发企业和个体药贩)和医院及医务人员间存在着一定的经济利益联系,主要表现在三个方面:一是医院从药商处获得超过国家规定的“折扣”;二是药商对医院某些重大活动的赞助;三是药商按药品销售额的一定比例提取的“回扣”,奖励处方医生和相关人员。国务院八部门在《关于城镇医药卫生体制改革的指导意见》中(以下简称《指导意见》)明确表示:“必须切断医疗机构和药品营销之间的直接经济利益联系。”本文对此问题提出对策。
The existence of certain economic interests among drug dealers (including pharmaceutical companies, wholesale pharmaceutical enterprises and individual drug dealers) and hospitals and medical personnel mainly manifests in three aspects: First, the hospital gets more than the national discount from the drug dealer Second, drug companies sponsor some major hospital activities; Third, drug dealers according to a certain percentage of sales extracted from the “kickbacks,” incentives for prescription doctors and related personnel. In its Guiding Opinions on the Reform of Urban Medical and Health Systems (hereinafter referred to as the “Guiding Opinions”), the eight departmental departments of the State Council made it clear that “we must cut off the direct economic interest links between the medical institutions and the pharmaceutical marketing.” This article proposes countermeasures against this issue .
