近日,广东省国土资源厅成立不动产统一登记工作领导小组及办公室,全省不动产统一登记工作拉开了序幕。不动产制度登记,是一项被赋予多种功能的制度。政府肯定有规范市场、优化财政等诸多方面的考虑。但公众更加期待的是,这一制度能够成为反腐利器。既然不动产登记制度有强大的反腐功能,那么在制度设计中,就必须正视这一现实,在制度中体现乃至突出、强化这一功能,而不是把反腐作为不动产登记制度的一个附属的、次要的功能。这一工作由国土资源厅独家主持,未免有些单薄。纪检部 Recently, the Guangdong Provincial Land and Resources Department set up a unified registration of real estate leading group and office, the province’s unified registration of real estate kicked off.
