赣州地区位于江西省南部,地处山区,总面积四万平方公里,下辖十九个县市,解放前既无一座水库,又无一座水电站。解放后在党的领导下全区兴建了大型水库四座,中型水库二十四座,小(一)型水库一百六十座,小(二)型水库七百三十三座,水电站二千一百六十五座以及许多提引水工程。由于这些工程的建成,旱涝保收农田达三百五十八万亩,占全区耕地面积的63％,小水电装机达十一万千瓦,对工农业生产的发展起了重大作用。
