近几年来,我国分配领域局面愈益严竣:从宏观角度考察,宏观调节乏力,消费需求持续膨胀,供求矛盾加剧,超分配连年发生;从微观层次分析,全民所有制中相当一部分单位边际工资效益下降,职工劳动积极性降低,劳动低攀比和收入高攀比并存;从分配关系分析,分配关系扭曲,脑体收入倒挂突出,基尼系数变化极不规范;……这一切,集中表现为各个领域广泛存在的吃大锅饭、搞平均主义、互相攀比和社会性分配不公。要防患于未然,亟须在对社会分配政策进行深刻调整的同时,对全民所有制单位工资模式进行梳理。
