没有完整的培训体系和制度有的企业整天说要抓好对员工的培训学习,但是公司却没有一套完整的培训体系和制度。培训完全是随意性的、无计划性,有什么培训课程就培训什么,并且纳入年度考核。员工是否参加培训、培训效果如何,却没有一个考核和评判标准。于是,培训成了人力资源部门完成上级交办的任务,员工参与培训也只是完成工作的一部分。所以,培训成了形式主义,结果自然不用说了。主管人员素质不过关
