全球正在发生的知识大爆炸既可以帮助世界上千百万穷苦人摆脱贫困,也可能造成“知识鸿沟”的进一步扩大,使穷国越来越落后。为此,世界银行1998/99世界发展报告将“知识与发展”作为主题,呼吁世人填平贫富之间的“知识鸿沟”。 据“中国经济导报”报道,世行专家达尔曼建议说,发展中国家在最大限度地利用知识方面,可以采取这样三种措施:一是采取有助于他们缩小与富国之间的知识差距的政策,比如通过投资办教育及技术培训,建立开放的贸易体制,取消通讯部门有碍竞争的种种限制等;二是政府、多边机构和私营部门应共同努力,来加强那种解决
The ongoing explosion of knowledge in the world can both help millions of poor people in the world escape poverty and may further widen the “knowledge gap” and make poor countries increasingly backward. To this end, the 1998/99 World Development Report of the World Bank focused on “knowledge and development” and called on the world to fill the “knowledge gap” between rich and poor. According to the China Economic Herald, World Bank expert Darman suggested that developing countries should take such three measures in order to make best use of their knowledge. First, they should adopt measures that will help them narrow the knowledge gap with the rich countries Policies such as education and technical training through investment, establishment of an open trading system and removal of restrictions on the communications sector that hinder competition. Second, governments, multilateral agencies and the private sector should work together to strengthen that solution
