餐饮服务单位实行食品安全管理员制度是《食品安全法》规定的义务,也是国外经验证明了的适应餐饮服务单位现状的制度。但食品安全管理员旧的观念、传统文化的负效应及行业协会未能充分发挥作用限制了这一制度的落实。解决办法是强化食品安全管理员在行政许可和行政检查中的作用,将此制度作为加强企业自律的重要手段,充分发挥第三方的作用,通过行业协会促进食品安全管理员制度的落实。
Catering service units implement the food safety administrator system is the “Food Safety Law” obligations, but also foreign experience has proved that adapt to the status of catering service system. However, the old concept of food safety administrators, the negative effect of traditional culture and the failure of trade associations to fully play their roles restrict the implementation of this system. The solution is to strengthen the role of food safety administrators in administrative licensing and administrative inspections. Using this system as an important means of strengthening corporate self-regulation, we should give full play to the role of third parties and promote the implementation of the food safety administrator system through trade associations.
