重庆是大工业与大农业、大城市与大农村并存的特大中心城市,是全国有名的老工业基地。工业在全市经济发展和实施城市带动战略,实现城乡共发展、共繁荣中发挥着举足轻重的作用。重庆国有大中型企业比重大,国有经济对国民经济和财政的支撑作用十分突出。近年来,部分国有企业经营状况恶化,亏损加剧,有的全行业陷入困境。要从根本上解决国有企业经营机制不活、结构不合理、管理水平不高、负担过重等问题,唯一出路在于深化改革。要力争在一些重点难点问题上取得新的更大突破,尽快从整体上搞活国有经济。 Chongqing is a large central city where big industry and big agriculture coexist with large cities and large rural areas and is a famous old industrial base in the country. Industry in the city’s economic development and the implementation of city-led strategy to achieve a total development of urban and rural areas, played a pivotal role in total prosperity. The proportion of state-owned large and medium-sized state-owned enterprises in Chongqing is so large that the role of the state-owned economy in supporting the national economy and finance is very prominent. In recent years, the operating conditions of some state-owned enterprises have deteriorated and losses have been exacerbated. Some of them have been in trouble. To fundamentally solve the problems of inaction of the operating mechanism of state-owned enterprises, the irrational structure, the low level of management and the overburdening of the state-owned enterprises, the only way out lies in deepening the reform. We must strive to make new and greater breakthroughs in some key and difficult issues and revitalize the state-owned economy as a whole as soon as possible.
